ICAI workshop focuses on fiscal governance, budgetary processes and legislative oversight
Kolkata : The Institute of Chartered Accountants of India (ICAI) organised a one-day workshop on “Strengthening Governance in Public Financial Management: A Legislative Perspective” for Members of the West Bengal Legislative Assembly at ICAI’s Centre of Excellence, Kolkata.
The workshop was aimed at strengthening legislators’ understanding of public financial management, fiscal governance and legislative oversight. Discussions focused on key areas of public finance, including analysis of the State Budget, government accounting, fiscal responsibility, financial discipline and sustainable fiscal management.
The inaugural session was attended by Shri Rathindra Bose, Hon’ble Speaker, West Bengal Legislative Assembly, as Guest of Honour, along with CA. Prasanna Kumar D, President, ICAI; CA. Mangesh Kinare, Vice-President, ICAI; CA. Hans Raj Chugh, Chairman, Public and Government Financial Management Committee (PGFMC); CA. Arpit Kabra, Vice-Chairman, PGFMC; CA. Ravi Kumar Patwa and CA. Sanjib Sanghi, Central Council Members, ICAI; and CA. Mayur Agrawal, Chairman, Eastern India Regional Council of ICAI.
Speaking on the occasion, CA. Prasanna Kumar D, President, ICAI, said, “ICAI is committed to strengthening public financial management, enhancing financial accountability and empowering institutions to ensure that every rupee of public money delivers greater transparency, efficiency and public value.”
CA. Mangesh Kinare, Vice-President, ICAI, said that ICAI continues to leverage its professional expertise and facilitate knowledge sharing to strengthen public financial management, transparency and accountability, while supporting informed decision-making and better utilisation of public resources.
Around 110 elected Members of the West Bengal Legislative Assembly participated in the workshop. The sessions addressed prudent fiscal management, budgetary processes, financial discipline and the role of legislative oversight in ensuring transparency and accountability in public finances.
The workshop also facilitated interaction and deliberations on how enhanced financial understanding among legislators can contribute to informed legislative decision-making, effective oversight of public expenditure and improved governance outcomes.
The programme concluded with an emphasis on fiscal prudence, financial accountability and robust legislative oversight as key pillars for strengthening transparency and good governance.
